Gary Price is the Principal of PCS (Price Consulting Services) with over 30 years of planning experience. PCS was established from Gary’s public planning experience working with a multitude of small to mid-ranged sized communities and his desire to extend his services to public agencies and private interests needing special planning expertise on an “as needed” basis. He is able to recognize the big picture needs of communities and articulate those needs into objectives and policies that can be understood by decision makers and the public at large and can be realistically achieved.
Gary is currently providing contract planning services to the Cities of Clearlake, Williams and the County of Modoc. He is also in the process of updating the County of Shasta General Plan and Zoning Code for compliance with State housing law to ultimately complete an update to their Housing Element. For the City of Clearlake, he is preparing the City’s first Design Review Manual and preparing a complete replacement to the City’s Zoning Code. This project involves implementation of the City’s General Plan, which he updated in 2017.
Over the last several years for Williams, he managed a comprehensive General Plan and Zoning Code Update, including preparing the Circulation and Housing Elements, developed the City’s first Design Review Manual and secured several planning and community grants.
Gary collaborated with De Novo Planning Group in updating the Colusa County General Plan. Mr. Price worked as the Planning Director for the City of Colfax and managed the General Plan Update. He directed the preparation of the Colfax Historic Downtown Master Plan. He was also responsible for all current planning and Community Development Block Grant duties for Colfax. For the City of Grass Valley, Gary Price managed the preparation of the 2020 General Plan, including comprehensive revision to all elements of the General Plan. Also, as Grass Valley’s liaison, he oversaw preparation of the 1996 Nevada County General Plan Update which included a number of creative and interactive polices involving Grass Valley’s urban growth program. For the City of San Luis Obispo, he managed several community workshops during the 1990 General Plan Land Use Element Update. For the City of La Quinta, Price coordinated preparation of the City’s first General Plan and Zoning Code and managed the preparation of the Design Review Manual and Master Environmental Assessment.

As the Community Development Director for the City of Marysville, Gary directed the preparation of several long-range planning documents, including the Downtown Economic Development Strategic Plan and Downtown Parking Plan, the Consolidated Plan, the General Plan Housing Element Update, and the Mobility Plan for Highways. He also developed a number of implementing documents to coincide with these plans, including a comprehensive zoning code update, design review and environmental procedures, parking design standards and a complete update of the City’s current planning program.
Earlier in his career, Gary was a transportation planner for the California Department of Transportation, District 7, Los Angeles and was a planning consultant for the Santa Monica Mountains Conservancy. In the mid-1980s he was a planner for several Southern California communities, including La Quinta, Escondido, Glendale, Indio and National City. Accomplishments in these communities included developing new and updated general plans, updating zoning codes, preparing capital improvement programs, preparing of environmental impact reports; several for large specific plan developments and processing a large number of development applications.
Gary worked for the City of San Luis Obispo, assisting in their general plan update and processing a number of development applications. He was involved in developing the City’s environmental review procedures, developed water conservation policies and programs and acted as liaison between the City and the adjacent university.
Later, he worked for the City of Grass Valley as their City Planner and updated their general plan, prepared a number of annexation and fiscal impact reports, directed all design review applications, and coordinated several large specific plans and environmental impact reports. As the Community Development Director for Marysville Gary secured community grants and developed a number of community planning programs, such Downtown Economic Development Strategic Plan, the Downtown Marketing Plan, established and developed the City’s Economic Development Program, prepared the Environmental Review Procedures, and processed a number of development projects. He secured a number of grants and developed the City’s Housing Rehabilitation Program and the Consolidated Plan. Under these grant programs, the City spent over two million dollars for Federal funding for a variety of projects and programs ranging from development of a new Head Start Child Care Education Facility and rehabilitation of three community centers to construction of handicapped sidewalks systems throughout the City. He also directed the development of the Downtown Economic Development Strategic Plan, established and developed the City’s Economic Development Program, and processed a number of development projects.
